Digital payments platform PhonePe has officially launched PhonePe UPI 123Pay, enabling Unified Payments Interface (UPI) capabilities on feature phones across India without requiring an active internet connection. The rollout marks PhonePe as the first major Third-Party Application Provider (TPAP) to deploy UPI payments natively for basic mobile handsets at nationwide scale.
Designed to expand digital financial access across rural and semi-urban regions, the service operates over standard 2G mobile networks via a dedicated SMS-based transaction protocol.
30-Second TL;DR
- Core News: PhonePe launched UPI 123Pay, bringing offline UPI payments to more than 200 million feature phone users in India.
- Hardware Partners: Pre-bundled on select handsets from Nokia, HMD, Lava International, and Itel Mobile.
- Core Features: Supports peer-to-peer transfers, merchant payments via UPI IDs or QR scanning, balance inquiries, and transaction histories.

How PhonePe UPI 123Pay Works Without Internet
Unlike conventional smartphone applications that rely on 4G, 5G, or Wi-Fi data channels, PhonePe UPI 123Pay utilizes an optimized SMS-based communication layer. Transactions are securely encrypted and routed through carrier networks, ensuring transactions process reliably even in remote locations with basic 2G cellular reception.
Users can perform multiple transaction types directly through the device interface:
- Peer-to-Peer (P2P) Transfers: Send money directly to contacts using mobile phone numbers or standard UPI IDs.
- Peer-to-Merchant (P2M) Payments: Settle merchant transactions via UPI IDs, with camera-equipped feature phones supporting physical QR code scanning.
- Account Controls: View remaining bank account balances and browse recent transaction records.

Future software updates for the platform will introduce utility bill payments, mobile prepaid recharges, and Aadhaar-based OTP onboarding to eliminate the requirement for a physical debit card entirely.
